Michael Jürgen Werner is a competition, regulatory and EC lawyer. He specialises in both German and EU competition law.
Jürgen advises national and regional governments and governmental bodies as well as private companies on competition, public procurement and state aid issues. His main areas of practice include domestic and EU telecommunications law and other regulated areas including railways, water and public transport. He is lead expert of the Czech Telecommunications Office and several authorities in the Slovak Republic for EU matters.
Jürgen has extensive experience of both domestic German and EU competition work, including merger control, Article 101 cases including purchase cooperations and joint ventures, cartel investigations, restructuring and privatisation. He has appeared in cases before the European Commission as well as the Bundeskartellamt and other national antitrust authorities in a wide range of sectors, in particular financial services. He also appears before European courts, especially CFI.
During a secondment to the German Federal Cartel Office and the Legal Service of the EC Commission, Jürgen gained practical experience working inside the competition authorities.
Jürgen is a member of the advisory board of the Academy of European Law, where he regularly lectures on competition, state aid and public procurement. He is also a lecturer at the Europainstitut, University of Saarbrücken, Germany. In addition, he is a regular speaker at international conferences. Jürgen is co-author of several leading commentaries on EU competition law and public procurement law.
